Stephen Ross, a New York real estate billionaire, became the majority owner of the Miami Dolphins on Tuesday, completing his purchase of 95 percent of the team for $1 billion. Wayne Huizenga, the previous majority owner, retained a 5 percent interest. The agreement completed a deal forged in February.
